When you use the Connection Drop Down on a Database Lookup, there is nothing in the list. If you click on New, it will take you to the database connection form. Even if you create a new connection, it will not show up in the Connection Drop down on the Database Value Lookup step. The CMDB lookup step works well, but anything that is DB related, like the DB Update or Lookup does not have any values in the Connection Drop Down. I've seen some articles elsewhere regarding this issue, but the question was never answered or resolved.
