uh.... "BMC management fears" that a def file might get corrupted
while it is out on the file system???!!!????

hum.....

The only technical rub that I can think of would be if the work your
doing with these filters "turned off" would include other admin work.
( Which would make the concern about presents of the filters a really
strange, and seemingly unrelated to the work, thing to me in the first
place.)

The point of the packing list is to make it easier to process the set
once they are identified. (for export,  delete and import) The work of
identifying them has to be done "one at a time no mater how you look
at it.

Oh well, I guess there is more requirements that we do not know about.
