There is no real 'binary' but there is this file:

http://prdownloads.sourceforge.net/arsperl/arsperl_184_63.zip?download

you can install it when you use ActivePerl. You would also need to
copy over some of the 6.3 dll's from your User tool. Because this
version is compiled against 6.3 you can not use 7.x dll's.
