It kind of looks like the header files haven't been included. Have you specified the path to the ARS api directory correctly in the Makefile.PL?
I've noticed in 6.3 that on intsall ARS puts the name of the server as part of the directory name so just uncommenting the line for your version in Makefile.PL may not work.
