To run the Visual C compiler from the command line, some system variables need to be set, e.g INCLUDE, LIB, LIBPATH.
I don't know exactly what variables are needed, but somewhere in your Visual Studio installation directory should be the "vcvars32.bat" script, which can be executed before running Makefile.PL to set the necessary variables.
