Attached is my response to what seems to be a similar situation. It suggests
using ARS 7.0 API. Place the 7.0.01 API in a separate location and compile
ARSperl 1.90 with it. There is a caveat. So beware.

I don't believe there is an ARSperl release for ARS 7.1 yet. However, I
compiled ARSperl with the 7.0.01 api. ARS 7.1 features error handling filters
that will not work with the 7.0 api. We are not constrained by this; all of
our scripts work fine. Bottom line: Consider using the 7.0 api with the 7.1
installation; but know the limitations/risks. Test all your scripts. If they
all work, then go with it and wait for the ARSperl ARS 7.1 support.
