It's either a combination of perl and/or compiler. There's a flag in gcc to force it to 32 bit compilation, I don't recall what the flag name is. In perl I believe a perl -V will tell you if it is 32 or 64 bit. I do remember that Remedy libraries are only 32 bit libraries.
