Hi,
Artifactory repositories can restrict snapshot or release artifacts from
being imported to them. In your case you import a release version (artifact
with non-snapshot version of 1.1)
to a snapshots only repository. You can configure the ext-snapshots-local to
accept release versions - in the Admin -> Configuration -> Repositories page
edit the repository and check
the "Handle Releases" checksob and save.
Regarding your second question, external artifact from remote repository
will be downloaded and cached the first time it is requested. Just execute a
build that requires some external artifacts
and Artifactory will download and cache them.
