In the end the solution we implemented was to fire up two instances of
Artifactory.  One instance is run with the anonymous access flag set to
true.  This instance of artifactory is a repo for all of our non-secure
artifacts (i.e. opensource artifacts and schema artifacts).  The second
instance is where all secured 'scm' and 'dev' repos reside.
