I suspect the mirrorOf id you are using is not pointing to where the plugin
archetype is.
Can you try using the settings.xml from Artifactory? Just download
http://localhost:8081/artifactory/webapp/mavensettings.html the generated
file to your maven.home/conf/settings.xml (with or without mirrorOf), and
recheck the behavior?
