In the upcoming release of Artifactory you will also have the option of
doing this via REST.

If you wish to clone the content too then this is easily done using the
"Copy" action via UI or REST which is doing a cheap copy due to the
checksum-based storage in Artifactory (i.e., no binaries are actually copied
- only new pointers are created). You can also import the content from an
export of another repo (as long as checksums are identical no new binaries
will be created).

One caveat - since the repo name is part of the URL changing it will
typically break existing builds on resolution or deployment and will require
all exiting repo clients to be updated. The only exception is renaming
repositories which are used for resolution only and are only exposed under a
virtual repo which name didn't change.
