Yes, so it appears. But the problem seems to exist only with older versions
of the IBM JDK and the way they deal with empty properties in property
files. You can read more about this here:

Looks like this issue is resolved by simply upgrading to IBM's Java 1.6 SR6
and above.
Anyway, we will test this internally as well. You can follow up
