In the securities settings  I have "Allow Anonymous Access" checked but still
get the below exception:

 User anonymous is not permitted to deploy 

However, in the Artifacts Tab -> Effective Permissions,  anonymous is not
checked as Deploy. Is there another setting someplace to allow anonymous
users to deploy.
