URL-base should normally only be needed if your original access point is
using a different scheme (https vs. http). In all other scenarios the extra
http headers added by the proxy (apache) should be sufficient for correct
redirection so you do not need a url base.
Are you able to post your configuration for each apache proxy (the
relevant part)?
Also, can you check if you have the same behavior with the latest version of
Artifactory (with no url-base)?
