Hi Nic,
Where are your settings.xml pointing to?
Is the new repository included in the resolution list?
If you go to this URL http://yourArtifactory/newRemoteRepo/*
org/codehaus/mojo/weblogic-maven-plugin/2.9.3-SNAPSHOT/*
can you manually download the plugin? If yes then it is probably a
configuration issue between Maven and Artifactory.
