Is Java even installed on your system? You may have to edit the wrapper.java.command line in your wrapper.conf file if java isn't on the path (see the link above). If you look in the Windows Event Viewer (Start > Control Panel > Administrative Tools > Event Viewer) you should see a log entry in the System logs pertaining to the error.
