To answer your questions:
1. Yes, you can configure your own customizable repositories with
individual policies and permissions (see
http://wiki.jfrog.org/confluence/display/RTF/Managing+Repositories).
2. Artifactory provides you with the ability to move and copy artifacts
between repositories, but you cannot re-author their details; GAVC\OMRC can
only be assigned at the time of deployment.
3. Correct, license info is extracted from the artifact's descriptor
(POM\Ivy, see
http://wiki.jfrog.org/confluence/display/RTF/License+Control) and stored
as metadata on the artifact.
Also, any additional custom metadata can be added to any artifact\folder
(see
http://wiki.jfrog.org/confluence/display/RTF/Attaching+and+Reading+Metadata
).
4. Yes, artifactory is completely language and mostly build-tool
agnostic, especially with the help of the Repository Layouts addon (
http://wiki.jfrog.org/confluence/display/RTF/Repository+Layouts).
