Hi,
Artifactory is searching for an artifact based on the repository is receives
the request from.
If you send a request to to a local or remote repository, Artifactory will
only return the artifact from that repository. And if it is not there (or in
the remote server in case of a remote repository), it will return 404 - not
found. Even if the artifact exist in another repository.
The same applies for virtual repository. Artifactory will search for
artifact only in the list of repositories included in that virtual.
In your case it looks like the request is done to a virtual repository that
doesn't include 'libs-releases-local' repository.

I also recommend that you exclude your internal artifacts group id from the
public repositories. You can read how to do it here (using include/exclude
