Hi Jon,
It's most likely that your request doesn't reach any proxied remote
repositories (you probably resolve from an ordinary local repository or a
virtual repository with no nested remote repositories); resolving from a
virtual repository that aggregates all the local repositories you need +
remote repositories for introducing new artifacts is the best way to go.
