Don't know why I didn't look there before (feel free to smack me about the head 
and shoulders, as I really do know better).

It needed read AND write permissions on the security.import.xml file. I looked, 
and it had 644 permissions, but I'd copied it as root. I changed the owner and 
group to artifactory, restarted it, and it came up with the password changed to 
password. Success!

One final question: it replaced security.import.xml with security.bootstrap.xml 
- now that the password is reverted, should I delete this file?
