The first error does look like a file system permissions issue.
The second one usually means that the content of the file couldn't be read
from Artifactory during the export. Can you download this file from the UI?

We'll need more info to analyze it so please execute an export of the libs
repository from the UI with verbose logging enabled and send the
import.export.log (preferably compressed) to [email protected].
