Each virtual repository aggregates local and remote repositories; all those
repositories can be seen under "Resolved Repositories" in the "Basic
Settings" tab of the virtual repository settings window.
Does repo 1 appear in that list?
Have you tried removing the reference to repo 1 or a virtual repository
that aggregates it by default (remote-repos, libs-releases) from the
"Selected Repositories" list?
