Well, I downloaded artifactory-2.5.1 and installed it on Tomcat with no
modification and it comes up pretty smoothly without any issues.

That means artifactory230 is busted.

I also had a look at Issue. https://issues.jfrog.org/jira/browse/RTFACT-220
and to my surprise I could not see file artifactory.confgi.xml in etc
directory however artifactory.config.latest.xml was present.

After copying artifactory.config.latest.xml  to artifactory.confgi.xml and
restarting stack made no difference.

This is now becoming an interesting investigation.
