It appears like the database type is missing for the "FileSystem" tag
(<param name="databaseType" value="postgresql"/>), so the DDL for creating
the tables cannot be found.
But, in any case - it looks like you are using an outdated repo.xml format,
so I suggest downloading the latest Artifactory and working off the repo
definitions included OOTB. Pure Postgres (no filesystem) is also part of
those definitions, under "etc/repo/postgresql/repo.xml".
