The Remote Repository Provisioning (import) only works when targeting
another Artifactory, you can read more about it on our
wiki<http://wiki.jfrog.org/confluence/display/RTF/Importing+Shared+Configurations>
.
I suggest you take some time to go over the wiki, there are also some nice

can help you get started.
The URL you tried go directly to the remote repository, what you should
actually do is to ask Artifactory to download the artifact for you so the
URL should actually be
http://localhost:8081/artifactory/java.net.m2/gnu/getopt/java-getopt/1.0.13/java-getopt-1.0.13-sources.jar
.
java.net.m2 is a pre configured remote repository that is configured to
proxy
http://download.java.net/maven/2<http://download.java.net/maven/2/gnu/getopt/java-getopt/1.0.13/java-getopt-1.0.13-sources.jar>
