Not too sure that this is what you mean, but you can't selectively disable
deployment from the UI while enabling it through REST.
Providing deployment permissions on a repository will grant access to both.
Though, the best practice in your case will be to maintain a build server
that has it's own Artifactory credentials, and enable deployment only via
this process.
This way you avoid distributing deploy permissions between individual
developers.
