Please notice the message in the log is warning only, and it should
not interrupt Artifactory.
We have a Jira issue about this, feel free follow and vote up:

In the meantime, you can disable TLD scan on catalina startup:
Edit $ARTIFACTORY_HOME/tomcat/conf/Catalina/localhost/artifactory.xml
find this tag:
<Context path="/artifactory"
docBase="${artifactory.home}/webapps/artifactory.war">
and add this parameter:
processTlds="false"
It should looks like this:
<Context path="/artifactory"
docBase="${artifactory.home}/webapps/artifactory.war"
processTlds="false">
<Manager pathname="" />
</Context>
