This message means that the GC is currently running, and Artifactory
preventing from other GC processes to run in parallel.
On a big storage, the GC might finish his job after more the 24h and it can
not manually stop. So, If a cron expression ( daily based for example) is
triggering the GC, try to disable it and

check the logs to see when the GC is done. It should look like this:
