The Perrin catalogue is targeted at microwave applications in (general)
planetary atmospheres. The reference for this data is the ARTS 2.2 paper (
https://doi.org/10.5194/gmd-11-1537-2018) with details given in the therein
referenced technical report (Mendrok & Eriksson, 2014).
However, as Patrick pointed out, for applications in Earth atmosphere full
absorption models like the Rosenkranz or Liebe models (in contrast to
line-by-line calculations) are most of the time the more suitable (and
easier to apply) choice.
