Minimum of five (5) years of experience developing technical solutions including privacy and security, standards development, and statewide stakeholders collaboration. Minimum of five (5) years of experience with Java Enterprise Edition development. Minimum of five (5) years of experience with XSD and XML. (Must be able to produce XML Schemas using standard XML.) Minimum of five (5) years of experience with Web Services development using a WSDL first approach. Minimum of three (3) years of experience with the Eclipse development platform Minimum of three (3) years of experience with Service Oriented Architecture (SOA). (Must demonstrate familiarity with SOA concepts, approaches and solutions.) Minimum one (1) year of experience with Agile/SCRUM system development methodologies. Minimum one (1) year of experience working with Medicare and/or Medi-Cal. Minimum two (2) years of experience with large scale integration of a centralized state system with numerous geographically diverse local systems and organizations. Minimum two (2) years of experience providing programming services on IT projects having a minimum one-time cost of two (2) million dollars. Experience and/or familiarity with Enterprise Architecture (EA), Medicaid Information Technology Architecture (MITA), Enterprise Services Bus (ESB) technology, application development, middleware, servers and storage, database management and operations. Desirable Qualifications: Experience and/or familiarity with one or more of the systems affected by this project (MEDS, CHDP Gateway, MRMIBs Administrative Vendor, Maximus, CA-MMIS). Experience working with HHS and DHCS programs and projects, such as SAWS, MEDS, etc. Experience with specialized software used for analyzing, developing and/or testing Web Services interfaces, such as Techwriter for Web Services, XML Developer and/or SOAP UI Pro. Experience working with NIEM (National Information Exchange Model) Experience with IBMs WebSphere. Experience with SourceForges CAM Editor. Experience with Java EE6 including CDI.
