You ask who; obviously The Fishman, which is why he threw $1.4 million at Dominic to buy the Pony. The surprise is that having spent as much money for the Pony as he did for the Casino, Carousel Power Plant complex (a fact council ought consider before giving away the triangle); he is happy to run the Pony into the ground. Of course there's much more to this than operating a business "so others can make money". If you expect to turn a woe begotten site into 3000 homes for millionaires, you're going to have to spend a great deal of money on amenities that, at best indirectly, enhance the bottom line.
