if the Casino were in City hands, that it would put out an RFP from
developers with certain guidelines. The City could use the momentum it
has now to demand such a scenario. We take public comment and have a
panel of judges with representatives from the community, planning
board, TRC, cultural institutions and Partners. It could be quite
successful. I envision that Partners would lease it long-term for
nominal rent (real estate taxes). If they were smart, they would
consider this because it would relieve them of the opportunity to
spend tens of millions of dollars to restore the Casino and if done
right, enhance the value of its other holdings. I think I'll send this
one to Keady."
Likely the only way it'll ever be restored but you can't leave
ownership with The Fish, and anyone taking on the project needs
funding or control of some of Larry's lands for compensation.
Neither seems likely, put The Fishman in default, watch him go broke
and then have the city step in and do the job only it can, become the
master developer.
