Mike sees 20,000 middle-class homes

Mayor Bloomberg unveiled plans yesterday for a city version of the 
historic Mitchell-Lama housing program that would provide more than 
20,000 apartments for middle-income New Yorkers.

The first phase includes 435 units in the West Chelsea and Hudson 
Yards area on city Housing Authority property by 2009.

The units would be targeted at households with annual incomes 
between $50,000 and $100,000.

Bloomberg made the announcement as he detailed how the city plans to 
meet his ambitious goal of building and preserving 165,000 units of 
affordable housing by 2013.

"We believe that every New Yorker of every income deserves an 
affordable home," Bloomberg said.

Under the Mitchell-Lama plan, approved by the state Legislature in 
the 1960s, developers received tax breaks and other incentives to 
build middle-income housing. 

However, when the 20-year contract was up, many owners decided to 
forgo the breaks and rent or sell the apartments at the market rate.

Under Bloomberg's plan, the city would offer tax breaks and other 
incentives to private developers to build affordable housing.

Shaun Donovan, commissioner of the city's Department of Housing 
Preservation and Development, said the new plan doesn't need state 
approval. 

He said he hopes to make the middle-income standards for these units 
permanent.
