That was very disturbing. I don't know if it is legal to modify or 
amend what may be in essence an ordinance (the WRP was adopted via 
ordinace but I am unsure if the RA was also) via a resolution. Bruno 
said that when the documents were signed then they would be released 
to the public. The agreement may be fine, but on the face of what 
was disclosed, there are just too many questions. The costs outlined 
are simply too low for actual restoration. WHile Johnson said that 
they were not meant to be inclusive of everything but only the 
intital projects, I dont see (in what was presented) where the total 
restoration of the Casino, CH et al is called for. While it implies 
that the actual cost of each project must be fully funded prior to 
commencement, we are only holding 25% of the initial projects in 
escrow. We don;t even know who estimated these costs and if the city 
has or will get independent verification of the costs. I don't see 
anything that requires full restoration. It may be in there but we 
just don't know. An agreement should have been made whereby the 
entire costs are estimated (for everything) with a set time 
schedule, then based on those costs money is escrowed (or letters of 
credit) with SET financial penalities. Also, with regard to default, 
now we don;t have it. The explanation doesn;t hold water. They calim 
that we now have a "soft trigger" that can be more easily pulled. 
That's bs. They simply did not have the backbone to use what was 
there before. We had the same arbotration before as we do now which 
they herald. And what is this buisness about Asbury Partners not 
being satisfied with the City's performance thus far? Did we not 
bend over far enough?
