Another town passing laws that could ultimately drive more sex 
offenders to leave and relocate to places without this kind of 
regulation.  We may need to pass one of our own or risk becoming 
safe haven for sex offenders from other towns, particularly since we 
have a shelter opening that apparently doesn't screen it's clientele.

How would something like this start the consideration process, and 
why wouldn't we move forward with something like this when so many 
surrounding communities either have or are in process?



Town imposes sex offender residency rule

FAIR HAVEN — The Borough Council approved an ordinance Monday night 
that restricts where registered sex offenders may live.

The council unanimously approved the measure, which is modeled after 
similar laws in other municipalities.

The ordinance would prohibit sex offenders — who are required to 
register with the State Police under Megan's Law — from living 
within 1,000 feet of a public or private school, any other 
educational facility, a park, playground or day care center. 
Violators would face up to a $1,250 fine, 90 days in jail and 90 
days of community service.

Resident Chris Hempstead asked if any background checks are done of 
construction workers who are involved in projects in the schools or 
roadwork near the schools. Hempstead of Willow Street also is a 
member of the borough's Zoning Board of Adjustment.

Police Chief Darryl Breckenridge said that contractors are supposed 
to supply that information and added he would check to make sure it 
is being done.
