I hate to say it, but I think you are right.
I live next to a family that fights all the time, and doesn't seem to care how
late their
children stay out, or who they hang out with, especially the older ones.
The youngest, who's probably around 8-10 appears to be an accomplished bicycle
thief.
I see this kid with a new bike every week, and sometimes their yard looks like
a bicycle
junkyard.
I find it depressing that the parents don't do anything about it.
