Well, that's kind of like buying the RIGHTS to develop, with no
ability to develop, "to extract added value...".

Asbury Partners hopes to succeed where others have failed. "You need
to have a developer with vision," says Asbury Partners CEO Larry
Fishman, who added that his firm "believes in the community, believes
in the location, and believes in the future.
