Its called investing as little as possible just to do something.
The site was an indoor full size swimming pool called the Natatorium.
There were 2 versions since the original one burned in 1917.
Most recently it was batting cages (baseball) so the site is a
concrete deck that slopes from the boardwalk to ocean avenue.
Undoubtedly they are making maximum use of the existing site
elevations without spending a lot.
That gets you an 18 inch deep pond.
