I (finally) fixed the bug with SUNDIALS detection on Windows. I really
should have tested this earlier! Thanks again for your persistence.
The detection of SUNDIALS will only work if you have
1. got MSYS installed in its default location
2. got SUNDIALS installed in c:/MinGW (hence
c:/MinGW/bin/sundials-config)
At this stage there is no way to tell SCons about non-standard locations
for these, but that is something we can get to later if required.
