Hi Martin
The 'ascdev' script is for DEVelopers, and works from inside the working
directory. The 'ascend' script is for users, and works only after the
program is installed in its target location using 'scons install' (or
dtar -- check our wiki about that).
I guess this is something that needs to be more clearly explained somewhere.
FWIW I believe you shouldn't have to build SUNDIALS 2.4.0 from source,
it's available for 12.04 in the repositories:
http://packages.ubuntu.com/precise/libsundials-serial-dev
