You need unconstrained emphasis to allow any characters, and that is
double underscore.

For me   __≠__  gives html <em>≠</em>.

Not that it does any good, at least on my font the display is the
same, but the html does contain the <em>.

Again on PDF I can't tell if its emphasized.
