The fix is more likely working because it is moving the heading from a level 0 to a level 1 heading rather than because it is moving to two line headings. Whilst the change is not (AFAIK) deliberate (and is probably due to the changes in header processing in 8.6.5 ) it is more correct since the docbook appendix element isn't a level 0 element, only the book element is.
