the most weird thing is, it seems this only happens when I put the web
page in my homepage in my company intranet home space.
exactly the same html file if I load it in my own PC, it has no issues.
I changed another browser and only get the same.

is it my company server issue?
shouldn't the toc generated on my local PC in my browser?

this puzzles me a lot, please advice.

I attached the webpage I generated here but not sure googlegroup will
keep it or remove it.
