Actually my mutt configured to sent everything in utf-8. Moreover, I've
just checked sent email in mutt's outbox, and it have that arrow char and:
    Content-Type: text/plain; charset=utf-8
but email I've received back from list is:
    Content-Type: text/plain; charset=ISO-8859-1

As you know, maillist software rewrite our emails (it add some headers,
plus text in footer, etc.), so I suppose it changed charset of my email.
Maybe it does this because found possible us-ascii replacements for all
unicode chars in email. I suppose if I add some text in Russian it won't
change encoding and pass it as utf-8.
