The toc is only generated if the toc attribute is defined, so just
remove that definition.

If the choice is to lose the TOC entirely or have it do bad things on relatively rare browsers, I'd rather keep it. But hopefully a JS mod to identify a specific browser and disable the TOC in just that case will work.
