You can do this either on the a2x command line or the a2x config file.
Command line:
a2x --xsltproc-opts='--stringparam paper.type USletter' --fop faq.txt
Or, edit or create the file /etc/asciidoc/a2x.conf or
$HOME/.asciidoc/a2x.conf with this content:
XSLTPROC_OPTS = '--stringparam paper.type USletter'
