No you've done it backwards, you shouldn't make it easier for idiots that
have no taste to create themes to assault the rest of us, instead you
should require users to pass a test that they have reasonable taste and
understand human cognitive abilities before they can design a theme, and
even better if the software limits their choices so the result is
reasonable.

If you can distil the essence of "this is how you make an HTML document of
this type, that is legible to most people, works on most display devices,
and is usable for its purpose" and encode it in your tools then there might
be a chance of HTML replacing Latex generated PDF in our lifetime. </rant>

Although I doubt you will ever make HTML usable, but good luck. :)
