Hi Dan, No you've done it backwards, you shouldn't make it easier for idiots that have no taste to create themes to assault the rest of us, instead you should require users to pass a test that they have reasonable taste and understand human cognitive abilities before they can design a theme, and even better if the software limits their choices so the result is reasonable.
