I can tell that you that's exactly "to spec" as far as I understand the
AsciiDoc syntax rules. "Graph of bugs?" isn't get reordered, per se, but
rather it is orphaned until it finds a block element to which it applies. A
block title cannot be associated with a section title, so logically it
continues on to the next paragraph.

...now, should there be a warning for this scenario? I think it's probably
worth having debug output, at least, to indicate a title has been
orphaned...and also that one title is superseding another title.

My advice is that if you do file an issue, focus on requesting debugging
(or perhaps info-level) output.
