Mats, This is where the block role comes in to play. You would first assign a role to the paragraph that flags the content with additional semantics:

Than, you would need to alter the formatting rules to look for that role and apply a different font size using the configuration appropriate to the rendering technology. You might also consider using one of the built-in blocks, such as a sidebar or admonition block. **** This paragraph is for reference purposes. **** The tricky part is modifying the formatting rules for PDF. Again, this lands you in the world of XSLT editing. You'd have to find the template match for simpara, match the value of the role attribute, than set the font size explicitly in the FO output.
