Yes, its a reasonable way of doing it since there is currently no way
for a document to specify a version of the markup it conforms to.
Maybe adding ASAP a version attribute that a doc can set to say "this
is the version of markup I'm using", so the processor can then switch
to that mode, or refuse if its not capable.  That will open up the
possibility of further syntax fixes/additions without breaking older
documents.
